I can't text or call from my iPad

So I got a new iPad and set it up. It works fine but from my old iPad I was able to text and send messages on wifi. Am I doing something wrong?

For calls, go to Settings > Cellular > calls on other devices and make sure the toggle for your new iPad is on. For texts, go to Settings > Messages > Text Message Forwarding and make sure the toggle for your iPad is also on. Keep in mind this all needs to happen on your phone, none of those settings will be on your iPad. Hope this helps.

You may want to make sure the appropriate settings are enabled on your new iPad. To enable text message forwarding, on your iPhone, go to Settings > Messages > Text message forwarding and make sure your iPad appears in the list and is enabled. To enable your iPad to make and receive calls, on the iPad, go to Settings > FaceTime, and make sure "Calls from iPhone" is set up. If it isn't, you can set it up from your iPhone in Settings > Phone.
