For calls, go to Settings > Cellular > calls on other devices and make sure the toggle for your new iPad is on. For texts, go to Settings > Messages > Text Message Forwarding and make sure the toggle for your iPad is also on. Keep in mind this all needs to happen on your phone, none of those settings will be on your iPad. Hope this helps.
