Apple certainly doesn't make this easy, but here is what I do:

1. I use the free audio editing program Audacity (from SourceForge) and save the file as and M4A audio file.
2. I change the extension from M4A to M4R, because that is what Apple expects (who knows why).
3. Then I use iTunes to transfer the M4R file. Although iTunes is a rather cumbsy interface that is what I use although there are other more well designed interfaces that some people use.

I only just used a paid program named iMazing to do it. It is not the most accessible thing in the world, so it does take a little getting used to, but it did allow me to easily transfer like 30 sound files over into the Ringtones Collection on my iPhone.
IMazing does do a lot more than just managing ringtones, which explains the price tag.
But it basically accepts common sound files and formats. It converts them on its own and puts them on your iPhone ready to use. You can either import one file, select a bunch of files or even import an entire folder full of files.
