On Mac OS, the first version to have VoiceOver was 10.4 Tiger. On iOS, the first version which included it was iOS 3, but only on the newest devices of that time - the iPhone 3GS, and later the 3rd generation iPod Touch.
But it was first introduced on iPhone 3GS, so just do a google search to find out when that model was released. Something tells me it was in 2010, but don't quote me on that! :) Hth

iPhone 3GS with VoiceOver
VoiceOver became available with the iPhone 3GS which was released on June 19 2009.
VoiceOver Release
VoiceOver for the Mac came out on April 29th, 2005. before that, their was a beta for Panther that was called Spoken Interface in 2003.
