No way to read the 'developer response' on the App Store Reviews

While reading user reviews on the App Store, at the end VoiceOver would say 'developer response.' I assume the developer responded; but how can I read it? Double-tapping doesn't work, neither does double-tapping and hold.
I've noticed this too. I may be wrong here, but what I think is happening is that VoiceOver is saying the words "Developer Response" even when there is no response.
I believe this because I came across one where VoiceOver did read the response automatically. So it read the review, then said "Developer response", and then read that response, all in one VoiceOver element.
It is rather confusing.
I have also noticed this. I use VoiceOver but have a lot of vision, so I can confirm that reviews that visually don’t have a developer response still make VoiceOver say developer response at the end. If there is actually a response, it gets read correctly.
