Have you tried turning on hand off in both your iPhone and iPad? In order to do this you’ll need to do the following: go to the Settings app, click on general, and then click on hand off and turn it on. After that you should be good to go. If not, then maybe sinking via blue tooth with both your iPhone and iPad might help. Hope the info helps. Good luck!

Hi, try opening up the Contacts app, and with VoiceOver focus on any contact in the contact's list, try doing a three-finger swipe down until you hear VoiceOver say "Refreshing". Then go on the other device and repeat the same steps. Back when I used to have an iPad and iPhone, I found doing a three-finger swipe down and manually refreshing did the trick.

Have you turned on all of those items in iCloud? Once you open Settings, at the top, you will have a button for your profile, double tap on that and then double tap on iCloud. Make sure that all items you wish to sync through iCloud is turned on.

If you've already turned these on, then I would suggest perhaps signing out of your iCloud account and signing back in. If the issue persists, then you might want to contact Apple and see if they could maybe help you out.

Sorry, HTH!
