Sorry to say, but there is no way to turn down the Voiceover volume for specific circumstances. The best I can suggest here is to have a look at 2 separate areas in settings; ringer and alerts heading in the sounds and haptics section, and Rotor in the Voiceover section, selecting Volume from the list of items that appears.
As a final note, the rotor is used by rotating 2 fingers in a circle, similar to turning a nob. The section mentioned above determines what options are available when using it, the volume adjusting the speech and sounds of Voiceover independent of all other audio.

Hi,
Not possible. The ringer and voiceover volume goes hand in hand. The only option is to try Reducing your ringer volume to about 70 per cent and all will sound fine.
Cheers.

Volume Control in iOS is stupidly solved and Apple could do something about it.
When I have 5% VO on the rotor, the synthesizer is well audible at the overall volume of 100%.
When the global volume is reduced to such a level that the VO is only heard by me, all notifications are very quiet again.
