Have you tried turning off low power mode by going to the control centre? You can do that by swiping down with one finger until you hear VoiceOver say “control centre” and double tap. If that doesn’t work, try turning off low power mode by going to the battery settings in the Apple Watch app.
unfortunately low power turns off VoiceOver. It says to press or if it is hold on the side button but I don't know if that will call sos if I hold it too long. And also I don't know the button but I don't think it is the crown so it has to be the other one.
