Hi all. For the life of me, I can't seem to fix this. The system voice, as in the one which tells you the time, or the notifications, or battery low, is as slow as molasses. I can't figure out how to increase the rate to something that doesn't sound so slow. I've looked online, tried various things, so far no luck. If anyone can help, I'd greatly appreciate it.

System Voice
If you're running Sierra or newer, look under System Preferences>Accessibility>Speech. You can change the default system voice and speech rate from this screen. This is the place where you can also enable speak selected text and speech announcements when alerts pop up.
For time, make sure the speak the time checkbox under the clock tab located under System Preferences>Date&Time is checked. Make sure you also examine the settings in the customize section. This allows you to use other voices or the system voice as well as setting a custom speech rate and volume.
