the vo startup problem still exists in the osx release of yesterday and the problem is worse. I have to restart the computer several times to use voice over... I regret upgrading to high sierra... It failes even while upgrading the os to the latest version today and I couldn't read the screen... I hope apple would go into this problem...

I'm sorry
I only have two recommendations... Make sure you make a bootable backup of your system before you update, so you can always roll it back. My other recommendation is Windows 10. Yeh it's a shame that apple seems to have given up on their desktop OS, but I believe they have, and I for one gave up over a year ago on the Mac, and I have never looked back.
At the end of the day, Mac OS, Windows, VoiceOver, NVDA, etc. are only tools; good luck with whatever tools you use.
you mean that blind users
you mean that blind users will no longer have voice over freed from further bugs?
CVoices
Hi,
I am curious as to which Voice you are using *or not using* when this problem occurs.
I have had problems with VO not speaking on start up with the Enhanced Karen Voice.
When this occurs, I get VO Sounds, SIRI still speaks and I have tried muting and unmuting VO to no avail. Turning VO on and off is similarly fruitless.
I have found, however, that by using Ctrl plus Option plus Command and the Arrow Keys, I was able to cycle to a Voice that did work. The moment that VO started working with the Alex Voice I was able to cycle back to Karen and all was good.

Ok. One poster surprises me
Ok. I have to first ask this question.
Why would you even detour an Apple user away from the Mack and tell them to go back to Windows? Seriously? Ever heard of trouble shooting? Maybe even calling Apple's accessibility line to see if the customer service representative can start a trouble ticket with you? When I had the operating system of Elcapitan, Alex wouldn't work for over a year. I worked with a CSR in the accessibility department and the engineers for over a year until the problem was fixed. Now, recently, I did have an issue tonight where the operating system did install but, it didn't switch over visually to the desktop. I did call Apple and we did do some trouble shooting. We first restarted and the problem kept persisting. So, we shut down and they had me hold down the shift key and then power up. He wanted me to see if I could go into safe mode. It seems that wasn't necessary. We finally got into the operrating system. Not sure why, but the progress bar got stuck and things. Will try in the morning but, I will believe that everything will work when I power up. I think you should call Apple first before trying other ideas. Just a thought.
Downgrade....
Hello,
What year and model is your Mac? Unlike IOS, you can always downgrade OSX.
There are several ways to downgrade. If you have been archiving the OSX installer to an external drive, you can create a bootable USB drive installer. You can try to perform an internet recovery. In most cases, internet recovery will install the OSX version that shipped with the Mac. As a last resort, you can go to Amazon and purchase a bootable USB drive that has the version of OSX you want to install. I am telling you this because you said you regret installing high sierra. Be aware, if you go this route, any unsaved or not backed up data will be lost.
Or if you’re willing to work on it, you can call accessability support as posted above. Or post here with specific details and maybe as a group, we can figure it out.
I agree with the previous post. I am not sure why a poster suggesting dropping OSX and move to windows. Just because they had issues with OSX doesn’t mean you’ll have the same problem. And moving to Windows doesn’t mean you won’t encounter any problems either. I will take VO voices over NVDA voices any day.
HTH and good luck.
