I've been able to avoid iOS 11 by pressing "Don't agree" on the terms and conditions. But hey I have an iPhone 6, and I'm afraid iOS 11 will slow it down more than 10 does.

Yes, my trusty, rusty, ancient 5-year-old iPad 4 is on 10.3.3, because Apple did not support this device in iOS 11. Already obsolete! This is not quite as bad as when I bought my first PC clone back in 1987, and saw it in the Boston computer museum 2 years later. But it's pretty close.
I haven't tried it out, but slowing down old devices with new releases is definitely something Apple does. So unless you need to upgrade, or you have sensitive data on the device, you might just consider leaving it.
I learned my lesson when IOS 10 came out. I go into storage and delete the update after I select install later. I have an iPhone 7, so I'm not too worried about a slow down.
I'm just going to hold out until at least 11.1 and keep track of what gets fixed in each update.
I've upgraded. I'm like you are CrockerBear. I am having no issues. There's some kinks and I think they'll get worked out with future updates. And I'm running it on an ipad mini 4. There's a few things that are there, mainly minor voiceover focus issues, and some things that I need to get used to. But other than that, it works pretty much ok. I'll be waiting for 11.1. And as I've done with this round of ios., I'll subscribe to the blog post on AppleVis and keep an eye on things. I learned my own lesson when ios. 10 dropped. I installed it the 1st version, on the 1st day it came out. Well... let's just say that it has bad results. That's what I'd recommend you'd do that as well.
On the upside, if you rely on dictation heavily or moderately as I do, you'll be happy to know that it's been fixed!!
I've updated my old iphone 5S to 11.0.2 since I more or less only use that one as a media player at home anyway (it's not doing it's job properly when you make calls anymore since the screen broke and I had to replace it), but so far I'm not very excited about the update. I'd rather wait with updating my iPhone SE until 11.1 so I know possible bugs might be fixed. There's been so many bluetooth keyboard-related bugs in the previous releases of iOS that I don't dare to update the phone I use with keyboard until I know it will work as it should.
So still holding on to 10.3, pressing "remind me later" when it complains about updating.
I agree with everyone else who says iOS 11 is currently too buggy to upgrade to. I use a bluetooth keyboard and a braille display too, so I'm avoiding it until some bugs can hopefully be fixed. I have an unlimited cell phone data plan, so I'm just using cellular data most of the time and hit "remind me later" and delete the update from storage if I need to use Wi-Fi for something and it downloads the update.
I am also still on 10.3.3. This is my first major update. No reason to jump into the new update for myself.Got my first Iphone(or smartphone for that matter) in April. I have a pretty good grasp on it but still finding new things out all the time. Mostly from this website. And I'm a dictation user bigtime. I'm very glad I didn't do the update.
Yes, I'm still on 10.3.3 and will remain on it with my primary device until text input with braille improves. I think 10.0 was the only release I ever put on my primary device right away.
I understand why you'd want to wait. I waited for a lot of the same reasons you did or are. However, if you use dictation, I highly recommend you update. I cannot remember when exactly it started, I want to say 10.1.1, but there was a very annoying bug that wasn't persistent so it was really hard to duplicate with tech support. But, sometimes, voiceover would butt in with its 2 sense and start giving the instructions for dictation! Sometimes, the instructions in whole or in part, would appear in whatever you were trying to dictate. I know it was a bug, because I finally was able to get it to come up when I had tech on the phone. After hearing it, the tech said that they were very aware of the issue, and working on trying to fix it. Then he kindly got a feedback report to the engineering teams to tell them I was dealing with this (rather annoying at times(, bug. Now, dictation works just like it did before with ios. 9 and versions of ios 10 before the bug appeared. I understand other's reasons to wait as I waited for some of the same reasons. But, I use dictation quite a lot myself, and for anyone else on here who does, you'll be happy to know, that for anyone else who dealt with or is dealing with this bug, it's been officially exterminated.
I was working on a Pages document on my MacBook. Just about to head out the door, I decided I wanted to bring my document with me on my iPad 4 - now frozen on 10.3.3 - and continue working on it while out of the house). I went to the App Store to download the Pages app, but was unable to download it because it requires iOS 11.

I was planning on replacing my 6S+ with an 8+, so I left it on iOS 10. Now I have my 8+, and the 6 will be my backup and will stay on 10.
I have 2 iPads and pretty much do the same. This way, I can fall back to the older iOS if needed.
