I had the same issue with Sierra, but after updating to High Sierra the problems seemed to be over. Now the Mac boots and turns off almost instantly.
What Mac do you have? Did you update from Sierra or from oter older version?
I Have This Too
I'm running High Sierra and have experienced this too. I have FileVault turned on, so VoiceOver immediately comes up talking when I boot up my computer. But after entering my login credentials is where the lag happens. I haven't yet explored this option myself, but I'm wondering if perhaps the slower boot time has something to do with a setting in the terminal. In a way I want to try out TDSR, which is mentioned elsewhere on here if only to mess around in the terminal. But otoh I'm not a programmer in the least bit and therefore don't want to break anything.

Hello there,I have a macbook air, 2016, with the improved 2.2ghz pocessor' μbefore updating, I was runing mac os sierra, but I performed a clean install, not a simple upgrade'
reset SMC and NVRAM
I had this issue and I fixed it by resetting the SMC and NVRAM. To reset the SMC, shut down your Mac. Unplug anything you have connected, including power, then press and hold the left Shift, Control, Option, and power button simultaneously. Release after 10 seconds and reconnect the power. Wait 15 seconds and turn the Mac on.
To reset NVRAM, when you hear the startup chime, press and hold the Command, Option, P, and R keys until you hear the startup chime for the second time. Note that your speaker volume and display settings may be reset to their defaults.
HTH
You Aren't Alone
Odd that an update of an operating system actually leads to slower booting (Windows Bista is the only one that comes to mind at the moment), but I'm experiencing a similar lag at startup. I can't speak to logging in--I have mine set to auto log in at boot. But boot times have definitely increased.
Same same and tried everything
2015 15" MacBook pro with 2.2ghz, 16gb ram. Used to get 13 second reboot time now it's about 35 seconds since the update to HS. Have tried disk first aid, resetting nvram, smc and booting to safe mode.
When the progress bar starts moving it hangs for about 10 seconds when it's around 2/3 through.
I can't find any resolution to and all I can think is it has to do with their new file system format change.
Also, Apple is notorious for having updates to iPhones bring them grinding down when they're a generation or two old, cannot help but think that this is an issue they know and don't care about.
