Help, Actions menu is missing from the VoiceOver Rotor

I noticed that in roter the action is not there. I move from words, characters, and so but can not see action. How do I put it back? When to accessibility, voiceover, roter and could not see action to select. Is this a bug? Using iOS 11.0.1
It seems to me that items are added and removed from the rotor by the system, depending on the context of the current item under focus. The action option is there only when an item I have focused on has the potential for actions. As far as I can tell, this is not an optional rotor item, and it appears when the system deems it appropriate.
As noted by others in other threads, iOS 11 has some frustrating rotor behaviour. It seems to change the selected option arbitrarily, and sometimes a desired option is not present.
The usual fixes apply. Try finding the rotor action option after each of these.
Swipe away from the item you are attempting to perform an action on, and then swipe back.
Task switch away from the app, and then come back and try again.
