Is it at all possible to reinstall an older version of an app using iTunes? Last week the developers of the banking app I use created a new version. After installing I discovered that it is totally unaccessible with VoiceOver.

you need a previous version first
You probably can, but I'd turn off automatic updates, otherwise it'll just keep updating to the latest version.
You would also need to update apps manually.
These days, apps you download originally using the app store on your iOS device don't get synced to iTunes, so you would have to get the apps using iTunes and then sync them accross.
