I don't know how new this is but I have only recently noticed it. When using the notification centre I seem to struggle to switch from notification view to today view. I've got the slider which says page 2 of 2 on the notification view, and when I do the flick it says page 1 of 2 but still shows me my notifications and doesn't actually seem to switch. Sometimes it does it find and other times it doesn't.
Is this just me? Am I doing something unbelievably stupid? Just when I've got into the habbit of wanting to use the today view more than I ever did before... It's stopped working on me!

I've run into this issue a time or two myself. I was eventually able to get my iPhone 6 to switch views, but I'm not sure of the specific steps needed to accomplish this.
A bit tricky
At least on my iPad, I have found the Notification Center to be a bit tricky to work with. This has been the case since iOS 10, and I have sent feedback to Apple Accessibility a couple of times about it.
For me, the most reliable way to switch pages in Notification Center is to use three-finger swipes. Swipe left to go from page 1 to page 2, and swipe right to go from page 2 to page 1. The gesture does not work if you're focused on the search field, so you need to move focus farther down, such as to a notification, before it works.
The page control at the bottom does work when I flick up or down, but if I swipe left after performing the page switch, VoiceOver sometimes moves to an element from the previous page instead of the one now showing. One way to avoid this is to switch to navigation by touch after the page change. That is, start dragging your finger around the screen until VoiceOver focuses on something. Once properly focused, the normal swipe gestures should work fine.
I have also had intermittent issues with the widgets not being accessible when accessed from Notification Center. As a result, I tend to access the widgets from the lock screen or from the home screen instead, where they generally behave better.
