I noticed in earlier versions of iOS that sometimes there would be a very slight delay in opening an app if I asked Siri to do it, but since iOS 10 came out this hasn't been an issue. I know it sounds dumb, but try rrebooting your phone. You would be amazed how well that works, you'd never think it would, but it does.

When I'm connected to my home WiFi network, SIRI for dictation and opening Apps is super speedy on my iPhone6S.
There are, however, parts of my Home Town where I don't get WiFi and I am reduced to a terrible 3G Data connection. It is at these locations that I find using SIRI to open Apps frustratingly slow and, more often than not, using SIRI to create and send Messages results in a total fail.
Could your problems be the result of your Internet speed?
