GarageBand for iOS is not as accessible for VoiceOver users as it once was, but to get basic recordings it is fine. I find the touch instruments very finicky with VoiceOver. Sometimes you'll touch the instrument (say, a drum kit, for example) and you will hear the sound of whatever you tapped on (snare drum, cymbal, etc.) but other times, VoiceOver will announce what you tapped on instead of playing the sound. As a result, I have pretty much abandoned trying to play the touch instruments.
Is the main goal the touch instruments or are you looking to record audio such as a guitar or your voice? If the main goal is to record, I could suggest other apps that are much more accessible and have way more features.

Can you record in the app?
I was mostly interested of the touch instruments but can you tell me how to record and if it's doable. I have no problem with the touch instrument.
I mean...
I can record instruments but I don't think you can record voice.
