Hi.First the screen question.
when using my ipad apps Changes the layout of the screen.
For example when playing a game i have to swipe up and down instead of left and right that the game says.
I'm using a smart Logitech keyboard, so I can't change the position of the ipad.
And now to the update/upgrade question.
I need to update the ipad. some apps does require ios 9.3, and I have only 9.1
that operating system was in the ipad when I bought it.
I've Heard that in ios 10.2 some brailedisplays doesn't work at all.
also I have noticed that ios 10 takes a lot more battery.
Is there a way to just install 9.3? that is what I want.

You can set your mute switch, that's the one on the side, to stay "Orientation locked." This means you will always have the iPad set in whatever mode you want, portrait, is swiping left and right, landscape is up and down. If you do this, I don't know how games and other apps will perform with the switch locked. Note, the switch is this setting is set, will not to my understanding operate it's primary function of "Mute." Second, no, you can not update to just IOS 9.3 The current release, is IOS10.2.1 and it does fix I'm told, the Braille display issues some were having. as for battery, to my knowledge it hasn't affected much battery life. You can stay with whatever ios you have, keeping in mind apps will not perform as expected. My advice, back up your iPad, take the plunge. Personally I'm not a fan of the people who always stay with one os and that's that. hope some of this is informative
displays & orientation
Here's an answer to 2 of your questions.
1. You are right that ios 10.2 did introduce some braille display issues. However, those were fixed with 10.2.1.
2. You can lock your screen in the control center. If you just swipe down with 3-fingers & just go to the lock orientation & toggle it to on then you'll be locked! I did this because the ipad would switch orientation at random! I thought it was kind of annoying!
But I'd suggest you update to 10.2.1 if you want to fix display issues.
