You should be able to select, "Arrange apps," from the actions rotor and from there, select the app you want to move. Once Voiceover prompts to choose a destination for the app, navigate to the page and folder you want to move it to and use the actions rotor to position it among the other apps in that location.

I've lookked on the router but don't find anything like arange apps.
I've dubble tapped and held on the app I want to move, and then used the rooter but nothing about arange apps. Still using ios 8.2 on an iphone 5.
Would this make a difference?

Hi,
There is no arrange apps feature in the rotor under iOS 8. That feature became available in iOS 10 and newer. If you want to move apps around, you'll have to do the double tap and hold method.

How do I change to another page?
The app I want to move is in a folder on page 3, but I would like it in another folder on page 2.
If I can get it on to page 2 then I can move it from there in to the folder.

Hi Gary,
while you are holding and dragging the app, make sure you are are at the far left side to move back a page or the right side of the screen to move forward pages. Once you are at the right page, lift the finger then do the double tap and hold to drag it to the folder you want.

No problem! Anything else I can do, just write on here. Be glad to help. I've used iOS for years, since the days of the 4S, so I'll try my best to help

After holding out, I finally (reluctantly) upgraded from iOS 9.x to the latest version of iOS 10 and managing apps and folders is a true dream! That method of dragging and dropping always seemed flawed to me, often flipping pages when I didn't intend to, and other times not proceeding to the next page when I was trying to, or creating folders accidentally because I accidentally held the app over another too long, etc. In short, it was a mess but they cleaned it all up with iOS 10.
