I like the method of restarting VoiceOver by clicking the sleep button six times quickly.
On iOS 10.1.1, it works to click it five times.
On iOS 10.2, it does not work.
I use iPhone 7 on iOS 10.2 with VoiceOver, in Japanese language setting.
I asked Apple accessibility team by email.
I got reply'

Nope, doesn't work here either. I think it's a new thing for emergency SOS or something like that. Shame.

Hi, i can confirm after upgrading my iphone to ios 10.2 just a while ago, that i too can't use the 5 presses any more. will let you know if i find what ever new way has been set up or if i find out why it won't work.
Most likely retired to make way for SOS
Apple is in the process of rolling out a new SOS feature in iOS (similar to what’s already on the Apple Watch). For now, I believe that this is only available in India. To activate it, you quickly press the Power button 5 times. So, my guess is that they have dropped the ability to restart the springboard by using 6 clicks, as having bother available would cause confusion and problems.

Isn't there already an emergency call button on the pass code screen? Or will that button be replaced with an sOS button?

Basically the SOS button will sound an alarm which is like a count down. You can google for and look this up on youtube to hear it. It's loud loud loud.

It used to be everyware but people kept setting it off everyware, they want to have a smaller croud to test with. This makes sence to me.
on a somewhat related note
I hear they are rolling it out in phazes. Anyone else miss the powerbutton to end a call? wish they'd bring it back. Or if people kept hanging up on people, use the button and a volume or something, so you have to want to end the call if you know what I mean.

Here’s an idea that could solve all three problems.
IF you get a marketing call, press the button five times and a loud noise will sound, the springboard will restart and the call will be disconnecgted. LOL Just a thought that could address all three issues.
SOS Feature
The SOS feature was pretty cool when it came out in the 10.2 beta 2 I think, then it disappeared. There was an on/off toggle, but even when it was off, the mashing of the sleep button failed to work properly. I have reported this with no feedback, and this what we are experiencing to this day. Now the SOS feature worked much like the Apple Watch does, it dials emergency services and alerts others in your emergency contact list in health. You can turn off the immediate calling of these individuals. Overall, I found the feature very nice and makes the iPhone a medical alert device.
Still an Issue
THis is still an issue, really hope apple brings back the ability to respring the device. It was much faster than doing a full reboot.
