Caps Lock as VO like Sticky Shift in Quick-Nav?

I don't know if this is a bug or a feature. When I set my iPhone to use caps lock as the VO key on a bluetooth keyboard, I also noticed with quick-nav, on pressing "h" to move to next heading, instead moved back a heading, like if I were holding the shift down; same for other commands in quick-nav. It was not because the caps lock function was on or off because I tested it with double pressing the caps lock key.
Eventually, I noticed that if i pressed the caps lock a single time, it made the quick-nav "h" go back to moving forward through headings. It's as if the caps lock as VO is also behaving like a sticky shift key with quick-nav on.
I'm using IOS9.2 on iPhone6 and a Zagg keyboard.
Has anyone else noticed this?

If Caps Lock is used as the VO modifier, and if you press Caps Lock + any key, such as H for Home, then subsequent Quick Nav commands will act as though Shift were held down. Pressing and releasing Caps Lock generally gets rid of the issue, but not always in my testing. I normally don't use Caps Lock as my VO modifier, since I have gotten used to Control + Option over the years, so this isn't an issue I normally run into.

Thank you for confirming that. I kind of wonder if some of the bluetooth keyboards handle the caps lock internally at the keyboard, as well as send the command to the device.
The option is on the right of the space bar and the control on the left on my keyboard and VO is a little difficult for me to use without some fumbling around, otherwise I would just hold them both down with one finger.

I didn't think of doing this before, but the help mode says all the letter keys are null this or that when the caps lock is pressed once, then they go back to normal when pressed again. I'm guessing it is something the bluetooth keyboards do with the caps lock, and not IOS or VoiceOver.
I definitely need to get a new keyboard because my left option key doesn't work; not sure it ever did...

I would like to know if this bug is being observed by everyone, especially the users of Apple keyboards. And if anyone can test it on Mac OS X El Capitan as well, before I am going to report this bug to accessibility@apple.com

Apart from Single-key QuickNav and VoiceOver keyboard help, the bug occurs also while typing a text in the VoiceOver search field activated with VO + F, where Caps lock can also be switched by onley a single press of the Caps lock key although it should require two subsequent presses.

I think it's good to report it to Apple for the sake of users who might give up on using Single-key QuickNav due to an impression of it not always working, if they don't know it can be easily solved by a single press of Caps lock.

I believe it's an software issue and that it can be fixed there because it already works as expected in other text fields.

I am using the iPhone with iOS 9.3.4 and Logitech Blutooth Keyboard K380.

Yes, I've noticed this bug, using iOS 9.3.4 on an iPhone 6 with the Apple wireless keyboard.

Never thought of this but I have the same thing. I realized this when I got my iPad and a keyboard case to it. I am glad I just have to press caps lock once.
This works for me. Finally. No more having to restart VoiceOver every time I use the VO key.
I don’t want to resort to the other keys.

Glad it helped, Sabrina. I haven't used my phone for writing anything in a while. I guess it's still an issue.
