I can't use my apple ID

Hi, I have created a new apple Id but I don’t have any credit card. I can’t enter the app store because I have to feel in the gab with a code for ITunes gift cards and ITunes gifts. On my IPad there is no a choice not to use a credit card. I tried to solve this problem through ITunes on my computer but there is the same situation. When I enter the web-site www.icloud.com my computer is freezing. It is very hard to do something. When I open the settings there is a combo box with 3 elements but neither jaws nor nvda read the element I need. The element which allow not to use a credit card. Could you give me a piece of advice what I have to do in this situation?

I have another problem, I've created a new Apple ID for someone who doesn't have ITunes or a computer. After I sign in for purchasing something, their IPhone said I needed to view my Apple ID to fill in all the info. I fill everything in but it still gets stuck and tells me that some information is missing and is underlined in red, I keep running in circles. Perhaps I should try to sign in there from my own ITunes for the first time and get it set by making some purchase, maybe there's another way out. Thank you.

Recently I upgraded from an iPhone 5C to a 6S and encounter this problem:
When I want to purchase an alert tone from iTunes I receive the message: "No credit card on file."
Under the option: "Add a card" I fill in all my card details correctly using my iPhone 6S, but afterwards received a message:
"This card can not be updated." My Master card only expiard only in March 2017. I tried using my Win 7 computer and iTunes 12.4.3 for this, but receive the same message. Many times my computer freezed up and I'm using the latest versions of NVDA and Window-Eyes 9.5.1. I tried to create a new Apple ID, but the same thing happened as mentioned above.
