It's been a while, but last time I had to deal with it, the accessibility of Blackboard depended largely on the version of Blackboard used. The later the version, the better the accessibility generally was as they started to incorporate accessibility fixes. See if you can find out which version or, better yet, if you can have a temporary demo account for testing purposes at whichever institution you're working with.
Blackboard is currently at version 13. From my experience, it is completely usable and you should have no problems. The only minor problem is posting forum posts. To get VO to focus on the rich editor, you have to TAB/SHIFT+TAB into the textbook to paste your content.
