New to Macbook; how do I install OS X when not already installed?

Why did you buy a Mac with no operating system installed? Well, whatever. Press command option r to boot into internet recovery. This will enable you to download the original operating system that came with the computer. The regular recovery doesn't work because I'm assuming it thinks the install is tied to another Apple ID.

Try reviewing your account info on your iOS device, using that new apple ID. Then, once you've reviewed the info, try downloading the installation from the recovery. If that doesn't work, do what the previous poster did and use internet recovery. Personally if I were in your shoes, I'd talk to the person who I'm buying the used mac off of and say if the computer was wiped, make darn sure there's an os on it. If I buy a new mac, which I am thinking of doing sometime this year, I clone my old mac's internal drive using a cloning utility, then I can boot off my external drive and copy the cloned drive's data to my new mac and have a duplicate of my old mac's files/software.

I can't seem to get the same error you are getting, but one thing that is possible is that the person who erased the disk may have improperly formatted it. To fix this, launch recovery with command+r (no option required, by the way) and select disk utility. You will find a table of disks. Select your disk, not your partition. Depending on your machine, it probably sounds like apple ssd 0512f media (that's mine, so yours will probably not be identical but similar). Set focus to this then stop interacting with the table and move left to the toolbar. Select erase. A window will open. Make sure to select extended journaled, and for scheme, select GUID partition table (or sometimes GUID partition map). Then click erase. When that finishes, go to the reinstall OS X option and follow the prompts. If that doesn't work, you may have an iCloud account bug. If you have another mac, you can use it to create bootable install media. If you don't have one, we can go back and see if we can fix the iCloud bug. By the way, you shouldn't have to buy anything for this, as the operating systems have been free for a while. A warning though: if you have something on another partition, such as a windows or Linux install, my steps will wipe it out, so be careful. If the computer is brand new, no problem.
I forgot to tell you about WiFi. To connect wirelessly, press VO M twice, which will open the status menus. You will (I think) be placed in an input source menu by default. Press VO Right to enter the WiFi menu. Your networks should be listed here and you can use those to connect.

While windows could be installed, much of it would not be functional without the bootcamp drivers, which we can get from inside OSX. I'm assuming that you reformatted the disk as explained, and connected successfully to the WiFi network. Even so, you can't get the OS to download? If this is not the case, please let me know.
In this case, it is best to obtain the installation media so you can boot directly to it. If you have access to another mac, you can probably do this easily just by downloading the install package from the app store. You could probably also get help with this issue from the apple store. If neither of these help, you can probably still obtain the files from the recovery window. Again, I'm trying to get my machine to respond like yours is, and I cannot duplicate your error. However, try going to the utilities menu (just the first VO M for that) and clicking on terminal. When the terminal loads, enter "softwareupdate" and look at the output. If it lists something, try typing "softwareupdate -I [the_thing_it_said]". This is mostly experimentation on my part, however.

I wouldn't recommend windows on a mac unless you use virtual machines to install windows. Like the other poster said, try to obtain the installation files of Os x and install them using either a USB thumb drive or an external hard drive. If another mac is nearby then download them and run the install. If not, then go to an apple store. Otherwise, I don't know what to tell you. Personally, I would not buy a used mac without making sure that it had an OS on it, Preferably latest OS x version. I've only had to reinstall the OS once, and had no issues. Looks like the recovery drive is whipped out, and you don't have any way of getting mac os on your machine. Best solution, take it in to an apple store, tell them what is going on, see if they can replicate the issue, and go from there. I Know it's probably not what you want to hear, but that's all I can give you right now.

On my older Macbook Pro, there is no internet recovery and I need my OSX DVD if I want to reinstall the OS. On my new Mac, I can do an internet recovery.

So can you tell us what make, model and year your Mac is?

IF you want to install Windows 7, you can. But be aware the drivers will be generic so the graphics will not look sharp, the sounds may not be clear. You’ll be able to fix this once you’re online by downloading the correct drivers. Also keep in mind you will need to install a screen reader.
