audible sound for voice over

when I turn voice over off and on on my I phone 5c, how do I make voice over make a sound to let me know it's on or off?
I have a friend who has an I pod 6 and her voice over makes a sound when it's turned off and turned on.

Voiceover should talk and tell you that it is turning on and off

when I power the phone on it doesn't say voice over on anymore since I updated it to ios 9.2.1.

It does talk to let me know when VO is on or off on my iPhone.
I have the same version of IOS as you and using it on an iPhone six plus.

Try pressing the power button and home button simultaneously for at least 20 seconds. This will take a bit longer to come back around. Perhaps this will fix the issue. If you think it's taking more than five minutes, then plug the device into power. Sometimes this is how I have had to jump start my phone after doing a hard reset. You will not lose any content, apps, or settings. It just reboots the system better than a simple power off/on does.
