I have had my iphone 6s for a month and have been experiencing some issues with voiceover performance. When I move my finger across the screen to navigate from app to app voiceover response is slow. I touch the far end of the screen, where the mail app should be, and just hear a click, with no voiceover confirmation indicating that I am indeed about to select the mail app. Voiceover will also sometimes skip over content. This is especially problematic in the contacts list. It oftin reads the contact right before and the one right after the contact I am searching for but completely skips over the name I wish to call. When using the on-screen keyboard I'll oftin lift my finger off of a letter I wish to type but the letter will not be typed. It seems voiceover is about a half second behind in reading content. I have also experienced a bug where voiceover studders. The only way to resolve this issue is to turn voice over off and back on again.
I have been an iphone user for three years.
I tried turning the phone off and back on, and had a tech at the Apple store reset my settings. Have other users experienced these issues? Any ideas as to what might be causing this trouble? I am running the latest IOS version. Thanks. Mary

This sometimes happens when you make or receive Facetime or phone calls. Unfortunately the only way I have found to fix it is exactly what you're doing. Turning Voiceover off and then back on. I have made it a habit to do just that, in fact, so that I don't run into this.
Clean ios install fixed this for me

I am using an iphone 6s plus, and I had this problem too. I called Apple Accessibility and the tech person suggested that I backup my phone to the cloud, and then do a complete reset. This meant erasing all content. It sounds scary, and frankly, it was scary. Nevertheless, once I restored the phone from my backup, it worked great.
The only annoying thing was that I had to reload my audio books. Compared to the irritation of having VO sluggish to the point of uselessness, this was a small inconvenience.
It has been a couple of weeks, and VO continues to work great.
