I am thinking about getting the Apple Watch, but have a few questions. Do I need to have Bluetooth or WiFi turned on all the time if I only want to use only the time, timer, and alarm clock functions? Most of the time I would not want to receive notifications from the phone. After pairing with the phone will the watch function with Bluetooth off? Also will the step counter, and any apps installed on the watch function when Bluetooth is off?

Most apps work with the phone. Some very simple stuff can be done without Bluetooth-wifi, but it'll still have to be paired to an iPhone. Alarm and time work without an active Bluetooth connection, but a lot of other apps actually work through the phone, so would not work independently. FOr example, Music works through the phone. Even if you control it through apple watch, it is still using your phone in order to operate.
Is Apple Watch good?
I am not trying to say anything bad about the Apple Watch, but would you really want to spend your money on something that is designed to connect to an iPhone if you don't want to connect it to your iPhone? This is the Apple Watch's primary purpose, and there is no point in getting the Apple Watch which is not very inexpensive if you don't want to connect it to your phone. You could survive on a much cheaper watch if all you want to do is check the time and make alarms. The Apple Watch is designed so that you can see what's new on your iPhone quickly. In answer to your question, yes, you can use some parts of the watch without Bluetooth and Wi-Fi turned on.
I actually am thinking to get
I actually am thinking to get an apple watch as well maybe next year. I like the fact I can use some apps such as fitnis apps with out having a phone in my hand. Zombies run is the exception but yeah, also apple pay on your rist.
