Is There a way I can Start voice over using iTunes? If there isn't a way to start voice over using iTunes then how do you start it? Thank you all very much for any help.

What device are you trying to enable voice over on? You can use ITunes which is a bit more complicated, but you can also hold down the home button on any apple device and simply ask Siri to "Turn Voice Over on."
Depending on the device you have it may take a few seconds for this process to occur. Once you have turned voice over on, in settings under accessibility voice over, you can set the home short cut to voice over so you can press the home button three times to toggle it on and off in the future. You can always hold down your home button and tell Siri to turn voice over on or off as well at any time.
HI Steve. It's hard to answer your question without a bit more info, so here's a bunch, take what you need. With the Mac, press Command f5 when the machine is booted up. If you have not yet set up an iDevice, and are on the first screen, press the home button 3 times quickly. You can also use Siri if that is set up on the device as described above. There is also a way to do this with iTunes, but I can't recall the exact process at the moment. Anyway, it may be irrelivent if one of these other methods work for you.

In iTunes for Windows, when the phone is connected and the iPhone or other device is selected, there is a tab that says something like set up accessibility; you have to tab way over through the device's selections. I have never used it, but that is supposed to be where the Voiceover option is located. You would have to use that if SIRI hasn't yet been activated, otherwise it is much easier to tell SIRI to turn on Voiceover, then set up the tripple press Home button option.
I haven't started using Mac yet, so not sure what iTunes is like on OSX. Hope you are able to get it up and running, good luck.

Setup VoiceOver On iPad, iPhone, or iPod Touch
1.
Tap on Settings > General > Accessibility > VoiceOver.
2.
Now slide the slider to On.
3.
An alert pops up. Tap Yes.
TRIPLE CLICK THE HOME BUTTON FOR:
This means if you click the home button three times VoiceOver is toggled on or off.
Activate TRIPLE CLICK HOME
1.
Tap Settings > General > Accessibility > Accessibility Shortcut.
2. You can select multiple items, but then an alert will pop up when you triple click the home button telling you to choose which item to toggle off, so just stick with VoiceOver. Tap on VoiceOver so that now, triple clicking the home button will toggle VoiceOver, and VoiceOver only.
[Note: Selecting multiple items, (like I said), can cause an alert to pop up when triple clicking the home button, telling you to choose an option. Make sure that VoiceOver is the only selected item.]
