Hello to all:
I bought an iPhone 6s when it came out, and for the most part, it is very good. However, I have an issue that I do not know what is causing it. Sometimes when I am flicking, it seems like after I lift my finger, the phone doesn't register it. Then, when I go to do something else on the phone, the next touch registers as either a roter twist, opens an app, or basically just makes my phone start going crazy, saying "top of screen", "bottom of screen", or something else equally as crazy.
I am sorry for the vague description, but has anyone else had a situation similar to this?Oh, and I thought it might be related to the 3D touch, so I turned that off. It didn't help. Then, I thought okay, I'll try setting my phone to standard typing. Tried that and, again, no dice.
Any help would be appreciated.

I've also had a little trouble controling my 6S sometimes. I think it's a combination of a VO focus bug (which I sadly noticed since the release of IOS 9) and getting use to 3D touch.

yeah, that sounds like it. It sounds like the 3D touch is conflicting with you. I'd try doing a Power button and home button reboot that way and see if it sorts your issues. Also maybe try something like reduced motion or something. I can't remember where it was, but I did that when I was having oodles of difficulties with iOS 7 or so a couple years back.

Did the problem start out of the box? Or did it start after a restore or app install? I’ve never heard of this issue and I suspect it may be a combination of settings and apps that may be causing it.
Worse case, back up your device, do a factory restore then setup as new. Then before installing any apps or restoring from backup, run a few tests and see if the problem occurs. IF all is normal, install an app then test again. It’s a lot of work to be sure, but if you restore from backup, you may also end up restoring the problem.

I have noticed similar issues on my 5s since the last update. I found that disabling the VoiceOver sound effects helped a lot. I also enabled the Alex voice and haven't noticed the problem since I did that. I have no idea why any of this helped; I just started playing with settings until something changed. Hope this is helpful! :)

I too have noticed odd behaviours since IOS 9.2 particularly. Most of them have been fixed so far by finding a related setting and turning it off and on again. For several such issues, powering the phone (or indeed the watch on one occasion) off and on again seemed to clear it. It is as though the 9.2 update just can't reliably pick up saved settings and has to be explicitly told again.
