On an iPad Mini, retina display. Using Safari with Voiceover on. Ios 9.1. This happens A LOT in different places but just one example is this - on the Apple Vis website, I tap forums and instead of going to forums Voiceover says f, try again and Voiceover says o, try again and Voiceover says r, and so on. I have to turn off Voiceover, tap the forums link, then it works.

I have an iPad mini 4, and I haven't encountered anything like that, either in Safari or anywhere else.
I can only suggest that you make sure you are performing the VoiceOver gesture properly, either doing a double-tap or a split tap on the link you're trying to activate, and make sure your finger doesn't travel while on or near the screen, so that it does not get misinterpreted as a swipe or flick gesture. If you are only having problems in Safari, and nowhere else, then I would assume you are doing the gestures right, in which case I have no idea what might be going on.
