Voice over volume acting strange

Since updating to IOS 9 my voice over volume goes up or down. Is anyone else experiencing this issue? Any suggestions on what I can do to fix it?

My iPhone 6 has had VO level issues. I have had apps cause VO to duck, and I have had moments were there have been bursts of very loud VO. Given that i use a Bluetooth headset much of the time, resetting but toggling VO off then on is a pain because that drops the blue tooth connection.

I wish there was a comprehensive mixer control to set the various system volumes, in each of the different listening situations. My alerts come in loud on headset, but hardly audible using the speaker. Sometimes Siri practically yells at me.

If Apple were to fix it so that we can control siri, voice over and audio individually, that would be nice.

Whenever VO volume starts acting up, I have found that doing a reset by pressing the home and power buttons down for about 10 seconds usually fixes my problem. This is an inconvenience to be sure, but it's the only way I've found that works for me. I have tried turning audio ducking off then on. Sometimes that works, but when all else fails, a reset is in order.

Is this a feature or a bug? Prior to updating to IOS 9, I recall I had change with set to off and all the volume from VO, to wired headsets, Bluetooth headsets and phone speaker remained the same.

In IOS 9, I still have change with turned off but the volume level is all over the place. In IOS 9, what is the purpose of the Change with?
