Accessing pdf image files with speech output using VoiceOver or Zoomtext for Mac?

I am working with a visually impaired grad student who is having trouble accessing pdf documents. She was given a disc with articles that were saved as pdf image files. The student owns a Mac with Zoomtext for Mac as well as an i-Pad. The student wants to find a way to access these image files with speech output using either program, if possible. Any assistance with this is appreciated.

Hello
By using Google Drive and Google docs, unreadable PDFs can be "OCRed" and turned into editable text - I have put Chrome browser on my Mac to make this easy. The YouTube link below shows the process with windows and JAWS. Works the same on Mac when you are in G Drive.

Also, advocacy needed here - colleges should be providing accessible electronic materials.
