Voiceover speaking double and possible home key issue

Hi all,

Ever since I upgraded to IOS version 9, I am having an issue where Voiceover enters a state where it cuts itselfoff when I swipe from item-to-item. It becomes sluggish. Each time I swipe, I hear the item on which the focus is twice. Voiceover begins speaking the item, cuts itself off and then speaks the item again. While voiceover is in this state, it is slow to respond to gestures like a double tap.
The only way to fix the problem is to restart Voiceover. I hit the home key thrice and exit the program. However, when I hit the home key thrice to restart Voiceover, nothing happens. I have to make two or three sets of home key presses before Voiceover comes on.
Note:
I have had this issue with IOS 8 but it has been very rare. I am using the regular Samantha voice.

The information given was helpful yet if you donot give the model as there are I believe six phone models running around now, it would be hard to pinpoint this. You could do a restore to see if that fixes it, or if it's an older device consider an upgrade.

Hi all,

I have reset my iPhone to factory defaults and then restored from an encrypted iTunes backup. The problem with voiceover persists and is getting worse. It is usually triggered by a phone call. If I speak on the phone then there are good chances that when I hang up, voiceover will be speaking double and cutting itself off.

I have a video that I sent to Apple accessibility in which you can hear the problem and see the screen. How should I share it with everyone here?
