Siri cannot actually create contaacts for you, but you can use it to open the contacts app. One there, find the add button at the upper right hand of the screen and double tap. when inside any editable text field, do a two-finger double tap to start dictation, and when done, do the two-finger double tap again. This gesture is known as the 'magic tap' and can only be used when voice over is running.
