This bug happens to me on almost every occasion that I return to the home screen or a folder of the home screen. You are also prevented from using the magic tap, (double tap with 2 fingers), gesture while Voice Over is frozen.

It's a short delay. On my iPhone 6, running 8.1.3, the non responsive state lasts no more than 5 seconds, but it seems much longer when I'm waiting to do something.

I've also started seeing this pretty recently. I will accident app and try to go to the app switcher to close it and apparently my focus is still inside the app it's cause me to request a lift on accident a time or two.

Yup; happens to me on an iPhone 5 and iOS 8.1.3.

This issue occurred with almost every press of the home button on my iPhone 5S running 8.1.3, but has not happened once since upgrading to 8.2 yesterday.

I've noticed the same; this hasn't happened to me once since upgrading to iOS 8.2.
