I am trying to have the same contacts on my iPhone, Outlook on my Windows PC, Gmail and iCloud.
I might be constantly updating my contacts on the phone or outlook. What I want is all the contacts that are not there on the phone should be updated from Outlook and vice versa. Also my Gmail account and iCloud account should have these updated contacts.
Is there any way to accomplish this? Any advice would be appreciated.

I have found a app for the pc called copy trans.
I can't tell you if this app is accessible or not because I don't have a pc to install it on but here is a link to more information about the app.

Hi Isaac. I have explored this application you recommended. It sounded very promising at first until I installed it. It is totally not accessible with JAWS, I have not tried it with NVDA but will do so shortly and keep you posted.

A partial answer
I'm having the same problem, and perhaps have some partial solutions. For me, the issue is that syncing isn't really syncing. I have an iPOD Touch, an iPHONE, a home account in Outlook and a work account in Exchange.
Seems like if I sync them all with each other and I make a change one place it should automatically replicate to the other address books. This is not happening. In fact when I toggle Contacts on in settings for either Exchange or iCLOUD, the iDevice warns me it is going to delete all my contacts and replace them with new ones. Now, that's not syncing!!!
So I've been fooling with two apps here in our app directory. One backs up contacts to Excel and another removes duplicate contacts.
Removing duplicates is the first step, and I need to do it manually in both Outlooks. But the app works well for the iDevices; I've tried it already and it performs as documented.
I believe I'm going to have to get it all in to excel, delete it everywhere, and then carefully sync it back.
What I'd ask from the community are two things:
1) Do any of you know of a thorough guide on the internet that describes how syncing is supposed to work, how contact groups work, and best practices for dealing with multiple iDevices and contacts? and
2) what experience have community members had resolving similar situations where syncing is out of sync?
Meanwhile, in Excel one can always rearrange columns and such and Outlook will also export to Excel. So at least my contacts will all be safe. For help with Excel, search google for the name of your screen reader and the word Excel, or read something from bookshare. Excel is a pain, but at least there is plenty of keyboard shortcuts and friendly guides for the BVI user.

Syncing Contacts and Calendars
I use CodeTwoSync for iCloud running on my Windows PC. This enables me to sync Outlook Contacts and Calendar items between my PC and iPhone. It is accessible using JAWS.
If at first things do not seem to sync up properly, one might have to update one's iCloud info. But once you get it working it should work fine.
