Is there a way to upgrade to a sertain iOS?

Hello I'm using the IOs 7.0.2 in my Ipad as it is jailbreaked and the newest versions have many bluetooth keyboard problems.

The thing is that I want to use the new Microsoft Word app but it is optimizated for IOs 7.1 and higher, my question is>

Could I upgrade to just the 7.1 IOs?

Unfortunately, it is not possible to upgrade one's software to anything earlier than the latest version of iOS which is currently available to the public.
