I have a 4s running 8.1. Starting yesterday I've noticed the volume when listening to my voicemails is quite low, however regular calls incoming and outgoing are just fine. Anyone have any ideas?

I reported this to Apple Accessibility with a 5C.
There is a workaround I found.
First, before playing voicemail, activate speakerphone.
Second, move focus to play button, but before activating the play button, do a triple finger double tap to turn off speech. Then activate play button. This will raise volume to an adequate level.
