I used talkatone before I got my iPhone. it lets you call any number in U.S for free. You could also text them for free. Both calling and texting are unlimited. they gave you a phone number so you could also receive calls and texts. it says something about google voice but it works for people who don't have that survice. all you need is a Gmail address. hope I didn't confuse you

Viber should work ideally I think (provided the persons you want to call have downloaded it too :-) ).
The labeling of the buttons could possibly be described as 'a bit quirky', but it's clear enough (for me at least :) ). Other than that, it works fine, you can call or send texts to any number. If the person has downloaded Viber and entered the number you have saved in your contacts, the name shows up automatically as a 'Viber contact' and you can call or send texts for free. All you need is patience :-) , since the connection is sometimes bad or fails. But it's free, so ... :)
I recommend it ... It's easy to download, you can just enter 'download Viber' into Safari, that works for sure :) .
