Are there any apps that give music notes and is accessible with voice over?

I guess I should start by asking if voice over can even read music notes. Then, as for the app, I'm looking for one specifically for guitar chords.

Sadly I don't think there is such a thing. I'm an arranger/composer, but mainly an arranger, and I to am looking for something that can produce very clean professional sheet music with out having to higher someone to transcribe what's in my head.
