I have a slight issue with system preferences. There is a preference pane for an pp called flip for mac, but flip for mac isn't installed. is there a way to get rid of this pane? if so, how do I do so?

Navigate to the pain and press VO shift m to bring up the contextual menu. If nothing happens, bring the mouse pointer to focus by pressing VO command f5, then hold control while you click. Then select remove preference pain.
First off, to those in the comments wondering why they aren't seeing this, it's because Flip4Mac is third-party software, so you won't have it unless the software was installed at some time in the past. It is possible, and I have had this happen before, for a preference pane to linger after something was removed after being installed. I believe that is the situation being dealt with here.
As for removing an unwanted preference pane, the first comment pretty much sums up what you need to do. When I tested this out just now, pressing VO-Shift-M did not work, so I had to press VO-Command-F5, then right-click the mouse, or Control-click if you prefer. The contextual menu that comes up only has one item, which is to remove the preference pane. Note that you may need to have administrator access to remove the pane, depending on how it was installed.
