A question about buying apps

Hey guys. I have a question about buying apps. When I tried to buy some apps, my iPod told me I cannot download these apps because they need iOS 7. Is my credit card still charged even though I could not download the app?

Your card is only charged when you successfully make a purchase. Speaking of OS 7, go ahead and get it, but make sure that that, before you do, you have installed the latest version of iTunes on your PC.

I can't update because I have an iPod Touch 4th generation which doesn't support for iOS 7
