VoiceOver is not working within a call on my iphone 4

in my I Phone 4 voiceover is not working within a cellular call. i have tried to restore it, i thought after upgrading to IOS 7 it will be solved, but there is no solution up till now. please some one help me out. my email ID is tahahaaziq@gmail.com desperately waiting for solution.

Oh!! I remember once time ago saw on my iPhone 4S, just I don't remember how did I figure it out. just try to help about it. have you tried using earphones or some Bluetooth device during the call and see if the resolts change. if you don't get any solution on the forum should you contact to apple accessibility one friend of mine has an iPhone 4S and when use some recorder app is not able to record voiceover through the recorded but the voice sound very clear, interesting right?

yes the voiceover is completely freeze within a cellular call. i have even tried using the hands free and keeping the phone on the speaker. the funniest part is, during a viber or a Skype call voiceover works perfectly fine. but only the problem comes when i am on a cellular call. what can be done?????? i need this feature badly.
