This has been an issue for quite a while, I can't even remember when this first started. I'm curious if anyone experiences this or has a workaround, and maybe they finally fixed it in iOS 26.5. I guess we'll find out when it gets released.
Anyway, when I have keyboard sounds turned on, I can't hear them at all. They're very quiet if I'm using AirPods, but pretty much nonexistent when just using the phone without AirPods.
I'm not sure why this has been an issue for so long, and I know it's very minor compared to other bugs others have seen, I'm just curious if anyone else experiences this.

Known bug
Keyboard sounds not playing is a known bug that Apple is aware of. In my experience, turning audio ducking off causes keyboard sounds to play as expected.

An idea
This is just an idea, but what if you go into:
Settings, Accessibility, VoiceOver, Audio, VoiceOver Sounds & Haptics. Uncheck the box next to, "Match Speech Volume", and set that to off? Then, set sound volume to anywhere between 80% and 100%?
What this does is make it so that the VoiceOver volume rotor only controls the volume of the speech itself, leaving voiceover sounds untouched. This will allow you to have a little bit of control over your keyboard click volume.

Just for posterity sake, did you try turning up the volume with the volume keys on your iPhone, while using the VO rotor volume to turn down the speech volume? It's just a thought. 🤷♂️

I’ve seen this ever since my first iPhone, which was an iPhone 8 and it was running iOS 13.3 something. So this is definitely been an issue for a really long time. The keyboard clicks are basically almost in audible when voiceover is running. There’s no way to increase the volume of the clicks. I’ve been asking for that to be a feature for a long time and it hasn’t been implemented as of yet and I have already updated both of my devices to iOS 26.5. But what seems to help for me is that I leave the haptics on so you can at least feel if you press the correct letters in addition to hearing them spoken by the voiceover speech. I also do have the match speech volume setting off in the Accessibility doesn’t have Settings. I hope this is helpful. I asked Apple if we could have something that is similar to the secure Text field click it’s a very sharp distinctive sound, but as I said so far, nothing like this has been implemented. You know to be exactly the same click but something similar we can actually hear the keys click. If VoiceOver is turned off on iPhones, you can hear the key clicking much louder. I don’t ever use the audio ducking feature so I know it has nothing to do with this. Hopefully we can get this resolved soon.

I have noticed the keyboard click thing was really bad upon updating to iOS 26.5, it seems to have fixed the issue after doing what was suggested with the audio ducking and voice over volume down slightly has worked. For me, the following works when the keyboard clicks are really quiet:
Now, the keyboard clicks should be noticeably louder. For me, this works on an iPhone 17 Pro Max. I have do do this after every restart because every time I restart the phone, keyboard clicks are quiet again.
