Accessible way to fill complexed pdf on Mac

Hello AppleVis members I was wondering whether is there an accessible way of filling in a pdf on Mac?
I tried the preview filling feature but found it to be not too vo friendly so is there a better way?
This pdf I am working with consists of many blank tables and text box’s below the questions.
Help on this would be appreciated.

As long the forms are properly tagged and not to print fill and rescan, preview isn't really that bad though I could just be lucky.

When ever I use preview to fill i will press vo+ arrow keys to go to the next cell. However the insertion won’t follow voiceover and remain at the previous cell.
I tried using Tab to move to the next cell, but that is not useful as well as vo will stop reading things which it’s previously reading e.g the contents of the pdf file which it’s reading fine just a few seconds ago.
