So, I decided to dig out my iPad mini and my Satechi Slim keyboard and have a play. I'm pleasantly surprised by how nice it is to use, for simple stuff at least. It does seem to be more stable than it once was with voiceover.
The issue I'm having is that when I commmand tab between apps, it seems to land on something called window control which I think is a way of manipulating the window... Dh... Makes sense. It's just really annoying. I don't want to manipulate the window, I just want to land in the app.
I've turned it to full screen in the settings so none of this windows nonsense, so Im not entirely sure what is going on.
I'm on iPad OS 26.0.2.
Any thoughts? I'm hoping I've just turned it on whilst mashing at my keyboard (it's how I do all my best writing).

Using Slim folio and iPad 9. Same issue. With me also when I tab, goes from app store and audible and keep doing so. This started in iOS 26.
I can't seem to reproduce this
I'm on an iPad pro with the latest non-beta OS. What it *seems* to do for me is say multitasking menu, then if you leave it alone jumps to somewhere in the app, usually the top left corner which I think is standard.
Sometimes it seems to get stuck in the status bar, but not consistently. I don't know about anything called window control, is this a beta thing? Can you get out of this with the keyboard or do you get stuck there until you touch the screen?
It'd be interesting to get a sighted person to see what's going on here and what the non-VO behaviour is.

I is iOS 26. It tend to pop up. Is a pain, For me it comes up when I unlock my screen.
