Today I had to explain to a friend how to change the home screen wallpaper on his iPhone.
Since I haven't done it in a while, I wanted to check how exactly it was done. I went to Settings -> Wallpaper -> Home Screen Wallpaper. A window popped up with some controls on the bottom of the screen.
That window for customizing the home screen wallpaper however did not stay on the screen for long. After a few seconds, it disappeared. And that happens every time I invoke it.
I even restarted the phone, but the behavior did not change.
If I turn off VoiceOver, the window remains on the screen until I dismiss it, as it should.
I'm running iOS 18.2.0 on an iPhone 13.
Does anyone else has this issue?

It's painful!
Now upgraded to IOS 18.3.1 changing wallpapers has been made difficult, either voiceover hangs or the screen you are on freezes. This looks like a huge bug but no one has reported it I am guessing. It has become practically impossible to chenge the wallpaper!
