Inconsistent Tab-key Navigation with VoiceOver on Safari

This is so weird—navigating with the Tab key between form elements and controls works most of the time, but not always. I have enabled to highlight every item in a website on safari settings when using the tab key. I’m literally in the web content, pressing Tab, and it doesn’t move to any form element or link. Sometimes, it doesn’t even follow the VoiceOver cursor, even when I’m on a form element or link and VoiceOver and keyboard focus sync is on.

I try VO + Command + F4 to move the keyboard focus to the VoiceOver cursor, but that doesn’t work either. The only fix is to reboot VoiceOver, but losing those few seconds is really frustrating.

same issue here, though honestly it's the least of my issues with Safari. Voiceover on the web is generally very broken whichever browser you use, especially in javascript-heavy environments. I had to fire up the PC to get some work done in Wordpress recently and once I re-learned how NVDA interacts with the web it was like meeting an old friend.

Yeaaaaaaaah. But tab is still the least of my concern. Whenever I google search or generally whenever a heading has a link in safari or chrome I generally can't just do cmd enter to open in a new tab. In safari I can just arrow onto the item and then do that, but chrome this is nearly impossible so vo shift m and open in new tab. Of course it's not always the case but 90% of the time only.

Yes, that’s why I use the keyboard focus. If the keyboard focus syncs with the VO cursor, then I can use Command + Return to open links in new tabs. But when they’re not in sync, it’s so annoying. I can’t believe Apple has yet to fix these small, frustrating issues. I love everything about my Mac—except for VoiceOver. Still, I’m not going back to a Windows PC or laptop; I can always use my virtual machine…

You can't use that vo command to sync both cursor for this specific issues and many more you have to do what I do or there is something I do wrong on my end maybe.

Please note I am asking this because I honestly do not know the answer.
Could it be that having tab set to "highlight elements" is making tab not function as normal?
Again, seriously asking here.
