Apparently this menu is supposed to help us search the menus in an app and get help about specific keyboard shortcuts but I couldn't figure out how to use it with voiceover. Any ideas?

I just tried it with both Chrome and Textedit. I go to the help menu and select Google Chrome Help or TextEdit Help. A web content opens with documentation for each app.

I can do tht as well but I can't use the help search function.

Sorry for the delay.
I'll take the example of safari where I'm currently writing this, US keyboard layout. Press cmd-shift-/. Interact once and vo right arrow to the search field (same step wherther you're in standard or any other grouping behaviour I think). Without doing anything else type whatever you're searching for, for example "javascript". Now, for me I have developer tools enabled so it's found only one item. To actually look for items you don't do anything with the keyboard once you've finished typing. Also note that at least for me you don't get any typing feedback whatsoever for both deletion or typing. So for me it's found just one item, which is show javascript console. I've found this by dragging my finger on the trackpad, then I just double tap on it.
It's the same steps everywhere and the result will depend on the app you're in.
