Apple Intelligence stuck on download phase

So I've been wanting to use more the writing tools recently, I mean even more than usual. For whatever reason, even after my mac was plugged for a long time, in system settings under AI it's still stuck on download and restarts over after reaching 100%. I've rebooted it multiple times, and checked the storage which says I have about 60gb free so this is likely not the problem.
